Policy Research
OVI is dedicated to ensuring that state and local election officials have the knowledge and tools necessary to implement policies that assist UOCAVA voters. To guide these efforts, we rely upon the expertise of our working group members to identify pressing issues faced by UOCAVA voters and avenues for further research. Using this information, the OVI develops recommendations, best practices and reports that outline ways in which election officials can better to respond to the needs of UOCAVA voters. Since 2013, we have examined the following topics:
- Ensuring the sustainability of UOCAVA balloting solutions
- Improving election official communication and engagement with UOCAVA voters
- Streamlining voter registration processes for UOCAVA citizens
- Utilizing Department of Defense Common Access Card digital signature capabilities to facilitate document signing by certain UOCAVA voters
- Establishing standard operating procedures and utilizing new technologies to improve ballot duplication processes
- Developing a data standard for Section B of the Election Administration and Voting Survey (EAVS)
- Streamlining Section B of the EAVS to reduce reporting burdens on state and local election officials
